COLLABORATION AGREEMENT BETWEEN CALVIÀ TOWN HALL AND THE TERRITORY DEFENSE AGENCY OF MALLORCA IN FAVOUR OF THE TERRITORY PROTECTION
Calvià Town Hall has signed an agreement with the Mallorca Territory Defense Agency (ADTM) to join this insular body. With this measure in favour of the protection of the territory and territorial coherence, the Town Hall wants to close the loop on rural land by granting the powers of urban discipline to the supramunicipal entity.
The Mayor of Calvià, Alfonso Rodríguez Badal, and the President of the Consell de Mallorca, Catalina Cladera, have expressed their satisfaction after signing the agreement, with the Regional Minister of Territory, Maria Antonia Garcías, with the presence of the Deputy Mayor for Urban Planning, Commerce and Activities, Marc López.
The Urban Planning Law of the Balearic Islands (LUIB) grants the island councils direct competences in the field of protected rural land urban discipline. With the signing of this agreement, what the Calvià Town Hall intends is that all the rural land of the municipality is managed (in terms of urban discipline) by the Territory Defense Agency of Mallorca.
So far, the ADTM had jurisdiction over about 7.890 hectares of protected rural land (Areas of high level of protection, Natural areas of special interest and Rural areas of wooded landscape interest) while Calvià Town Hall acted on more than 4.000 hectares of common rural land and non-wooded ARIP land. As of the adhesion agreement, the ADTM will exercise urban discipline on all the rural land of the municipality, that is, on about 12.000 hectares.
In 2019 the work of this agency, which ensures the protection of urban planning legality in Mallorca, considerably increased the actions as a result of the workforce increase compared to previous years. At the beginning of the last legislature, there were 14 people in the ADT and, currently, the staff consists of 38 people.
During the first two years of the Territory Defense Agency (2009 and 2010), there were six adhered municipalities. During 2011, 2012, 2013 and 2014 there were no incorporations. Between 2015 and 2019, twenty-one municipalities joined the ADT, which meant reaching a total of twenty-seven.
