Local Security Board Meeting

Tuesday 30th March 2021

CALVIÀ LOCAL POLICE AND CIVIL GUARD INCREASE COORDINATION ACTIONS IN TIMES OF PANDEMIC

Depending on the evolution of the tourist season, the number of Civil Guard reinforcements in the municipality will increase more or less

At the Local Security Board meeting held this morning at Calvià Town Hall, it has been concluded that coordination between the Local Police and the Civil Guard is essential to serve the floating population, tourists and workers, who will come to Calvià with the start of the tourist season when the pandemic is not yet over. In this sense, the Government Delegation has already requested reinforcements for the Summer Operation. In parallel, the Foreign Tourist Service office will be reopened in Punta Ballena (Magaluf), a premises given to the Civil Guard. In addition, the agreement to have a translation service in German and English has been renewed.

With the expected arrival of tourists in times of pandemic, coordination between the Civil Guard and the Calvià Local Police is essential, both on land and on the coast to avoid Party Boats. Calvià Town Hall has requested special collaboration from the Civil Guard's Maritime Service and the Balearic Government's General Directorate of Emergencies.

The mayor of Calvià, Alfonso Rodríguez Badal, highlighted: “our police and the Civil Guard will be prepared and coordinated so that Calvià continues to be a safe tourist destination. Here we are going to be very vigilant on compliance with the regulations against drunkenness tourism”. For the Government Delegate, Aina Calvo: "it is of vital importance to coordinate all the personnel to guarantee that the recovery of tourist activity - and therefore of the economy - occurs safely. The great joint work of the Civil Guard, the Local Police and the personnel of the inspection to fulfill this objective must be recognised". In addition, for this, the international mixed patrols between Civil Guard and police officers from France, Germany or Italy will be recovered. On behalf of the Local Police, as of 1st May, beach operations will be increased.

The 2021 summer season is expected to be atypical in terms of the influx of tourists and in comparison to the pre-pandemic ones. If last year is compared with 2019, non-compliance with municipal regulations decreased by 80%, the number of detainees by 60%, fines for improper parking by 50% and a 30% decrease in requirements to the Local Police of Calvià by the citizens. The Civil Guard, on their behalf, reported that crime in 2020 in Calvià decreased by 25%.

In the last year, the Calvià Local Police has worked especially to monitor compliance with the COVID-19 regulations in order to dissuade residents and visitors from behaviours that could spread the virus. In fact, in one year, the Calvià Local Police have drafted 4.300 administrative acts derived from non-compliance with the rules to stop the spread of the Coronavirus.

These data were presented at the Local Security Board meeting held this morning in Calvià, which was carried out with the presence of some of its members in the Town Hall's plenary hall and others by videoconference. The Board was attended by the mayor of the municipality, Alfonso Rodríguez; the Government delegate in the Balearic Islands, Aina Calvo; the general director of emergencies of the Balearic Government, Jaume Barceló; the deputy mayor, Nati Francés; the Colonel Chief of the Civil Guard in the Balearic Islands, Alejandro Hernández; and the Chief of the Local Police, Francisco Darder; along with other security forces' commanders.

Sanctioning files

On the other hand, it was announced today at the Board that Calvià Town Hall will be the first in Mallorca to take over the processing of disciplinary proceedings related to the decree of excesses detected by the Calvià Local Police. The objective is to speed up the complaints' processing and ensure that they reach the offenders sooner, a fact that has proven to be a deterrent to possible future breaches. These procedures are still being carried out from the Government of the Balearic Islands until these functions are delegated to Calvià Town Hall.

Video surveillance, artificial intelligence and drones

One of the points outlined at the Board meeting is the renewal by the Calvià Local Police of video surveillance in the municipality, especially in the Peguera, Santa Ponça and Magaluf areas. For this reason, Local Police coordinate with the Government Delegation for the implementation of this security system through the Video Surveillance Commission. Likewise, the Local Police wants to implement an automatic vehicle license plate reading system that would be installed on high-traffic roads.

On the other hand, the contracting of a video surveillance service using drones is being worked on from the Civil Protection department to control big events, beaches or coordinate rescues in mountain areas.

Viogen

In addition, in today's Local Security Board meeting, several agreements have been updated, amongst them the already consolidated initiative on collaboration on fight against Gender Violence issues by which the local police of Calvià Town Hall attend and take charge of the monitoring and security of women in the municipality who have a low risk level in relation to their partners or ex-partners.
